SERVICES
All requests must be deposited in writing, with the company letterhead paper, RNC number, addressand phone and fax numbers. It must be duly directed to the Executive Direction of the National Free Zones Council, signed by the president and/or the person properly authorized by the company.
In mid 2006, the National Free Zones Council implemented the Express Service, with the objective to give priority to the requests that need immediate attention. The maximum time to process these kinds of requests is 2 hours.
All requests that need the Board of Directors approval, must be deposited, latest 5 working days previous to the Board meeting. The council will accept the deposit of documents 2 days prior to the board meeting, prior payment of the Express Service.

AUTHOTIZATION FOR THE INSTALATION OF A COMPANY
Authorization granted by the Board of Directors of the National Free Zones Council, for the installation of a company under the free zone regime.

Authorization granted by the Board of Directors of the National Free Zones Council, for the installation of a company under the free zone regime, for a special free zone.

RENEWAL OF PERMIT FOR COMPANIES
Authorization granted by the Board of Directors of the National Free Zones Council, for the renovation of the permit for the operation of companies under the free zone regime.
When a company is classified to operate inside a Free Zone Park, it is granted a permit for 15 years, established by the Law 8-90. When the permit is due, if the company decides to continue getting the benefits of the law, the following documents need to be deposited in the Council:
- Completed form, with the signature of the authorized person from the company and the stamp of the company.
- Non-objection letter from the park.
- Certified check for handling of the documents and procedure, to the name of the National Free Zones Council. The amount to be paid is stated in the table of tariffs.
RENOVATION FOR FREE ZONE PARKS
Authorization granted by the Board of Directors of the National Free Zones Council, for the renovation of the permit of the operation of industrial parks under the free zone regime.
RENOVATION FOR SPECIAL FREE ZONES
Authorization granted by the Board of Directors of the National Free Zones Council, for the renovation of the installation permit of a company under the free zone regime, for a special free zone.
CHANGE OF NAME
The request for a change of name will be done through a letter to the National Free Zones Council, with the following documents attached:
- Legal Documents with the change of name.
- Certification of no objection from the park operator.
- Certification of the State Secretariat of Labor, stating that the former social reason has no labor obligations unaccomplished.
- Certification of the Central Bank, stating that the former social reason has no debt of foreign currency with that institution.
- Notarized letter attesting to the commitment to assume any pending obligation resulting from current operations.
- Certified check to the order of “Consejo Nacional de Zonas Francas de Exportación”, for processing.
TRANSFER OF BENEFITS
Sometimes a free zone company, during their operation period, decides to transfer its classification to another company. For such matters, it is needed that the Council authorizes what is called Transference of Benefits.
The transference of benefits is only possible between companies whose only activity is related to free zone. It means that they can’t operate under different incentive regime, i.e. free zones and local market, even though they are different activities. For such purposes, the following documents need to be deposited at the NFZC:
Request of transfer of benefits or change of name through a letter specifying the reasons, and enclosing the following:
- Certification of the State Secretariat of Labor, stating that the former social reason has no labor obligations unaccomplished.
- Certification of the Central Bank, stating that the former social reason has no debt of foreign currency with that institution.
- In the specific case of transfer of benefits, submit the legal documents of the transaction.
- Certification of no objection from the park operator.
- Documents of the formation of the new social reason (definitive or preliminary).
- Certified check to the order of “Consejo Nacional de Zonas Francas de Exportación”, for processing.
CHANGE OF LOCATION
The application for a Change of Location will be made via a communication addressed to the National Council of Free Zones (Consejo Nacional de Zonas Francas), accompanied by the following documents:
- Certification of no objection from the current Park Operator.
- Letter of intention from the proposed re-location Park Operator.
- Notarized letter attesting to the commitment to assume any pending obligation resulting from current operations.
- Certification from the Ministry of Labor that the corporate entity has no outstanding labor obligations.
- Cashier’s check by concept of procedure to name of the National Free Zones Council, whose value is indicated in the table of tariffs.
SALE TO THE LOCAL MARKET
The free zone companies that want to export to the dominican market, allowed in letters c) and f) of the article 17 of Law 8-90, need to get and authorization from the National Free Zones Council.
To be able to sell to the local market, 100% of the taxes need to be payed.
EXONERATION OF MACHINERY, EQUIPMENT, MATERIALS AND
RAW MATERIALS:
The request shall be made by a communication from the company, detailing the name(s) of the articles to be imported, quantity and any other information, like necessity and use of those articles.
When it is the first time the company is requesting this for the first time (for starting operations) the quantities must be an estimate for the next 6 months. The next times the exonerations will be valid for a 45 days period.
EXONERATION FOR A VEHICLE
Authorization granted by the Board of Directors of the National Free Zones Council to companies or free zone parks, so they can import vehicles free of taxes.
NO OBJECTION LETTER FOR THE ISSUE OF THE ITBIS CARD
Letter from the National Free Zones Council, which says they don’t have any objection that the DGII issues the card for the exemption of ITBIS to the company or free zone park.
NO OBJECTION LETTER FOR THE RENOVATION OF THE ITBIS CARD
Letter from the National Free Zones Council, which says they don’t have any objection that the DGII renews the card for the exemption of ITBIS to the company or free zone park.
EXONERATION OF ITBIS FOR VEHICLES
Authorization to companies or free zone parks for the import or to buy in the local market, vehicles free of the payment of the ITBIS.
CERTIFICATES FOR CONDITIONED COMPANIES
Certificates, resolutions and authorizations to companies and free zone parks, when they have a conditioned operation permit, because of documents or pending issues.
NO OBJECTION LETTER FOR RETURNED MERCHANDISE
Letter stating that the Council has no objection that a free zone company imports, free of taxes, products to be- re processed y then returned to the place where they were originally exported.
NO OBJECTION LETTERFOR TRANSFER OF MERCHANDISE
Letter stating that the Council has no objection that a free zone company, transfers to the local market temporarily, products and goods to be processed and then returned to the same company.
RESIDENCY CERTIFICATES
Certificate issued for the issuance of the residency of foreign employees of companies or free zone parks, in which it is stated that it is authorized to operate under the Law 8-90.
CERTIFICATES AND CERTIFIED COPIES
Certificates and copies of resolutions, authorizations, documents, etc. certified by the National Free Zones Council.
CHANGE OF ACTIVITY
Authorization granted by the Board of Directors of the National Free Zones Council to free zone companies so they can change the activity that they where initially given authorization.
All requests will be checked by the Evaluation and Legal Department, before submitting to the Board Members.
For all the requests mentioned above, besides the requirements listed here, the Executive Direction, could ask the company or free zone park, any other documents that deems necessary for their evaluation.
